A Grade 5 Plasma Accelerator, Sensors, and Detailed Surface Scanner Engineer based at Turner Metallics Inc in permit-locked Alioth, reached through Selene Jean.
Bill Turner is a ship Engineer based at Turner Metallics Inc in the permit-locked Alioth system. He is reached through Selene Jean and specialises in Plasma Accelerators, scanners, Sensors, and several exploration and support modules.[1]
Bill provides Grade 5 Plasma Accelerator, Sensors, and Detailed Surface Scanner Engineering. In Live, he also provides the Operations-era Extended Cargo Rack blueprint through Grade 5. His remaining conventional support-module Engineering reaches Grade 3.[1]
Field note
Bill's workshop is inside permit-locked Alioth. Receiving Selene Jean's referral is not enough by itself — you must also satisfy Bill's Alliance-reputation requirement and be able to enter Alioth before you can reach Turner Metallics Inc.

How to Receive an Invitation
Current Engineer data lists the following meeting requirements for Bill Turner:
- reach at least Friendly reputation with the Alliance; and
- obtain the permit required to enter Alioth, which is associated with Allied reputation with the Alioth Independents.[1]
These are separate from the referral from Selene Jean.
Alioth system permit
Because Turner Metallics Inc is located inside Alioth, the system permit is a practical requirement for reaching Bill.
Current Engineer data identifies Allied reputation with the Alioth Independents as the faction-reputation requirement associated with obtaining access to Alioth.[1]
Important
Alliance reputation and Alioth Independents reputation are not the same thing. Bill's current meeting information lists Friendly reputation with the Alliance, while access to Alioth requires the separate permit progression associated with the Alioth Independents.

Field note
The systems and stations where the Alioth Independents are present can change with the Background Simulation and system development. Use current faction information rather than relying on an old guide that sends every Commander to one fixed system.
How to Unlock Bill Turner
To gain access to Bill's Engineering workshop:
- Reach Grade 3 access and at least one-third progress toward Grade 4 with Selene Jean.
- Receive Selene's referral to Bill Turner.
- Reach at least Friendly reputation with the Alliance.
- Obtain the Alioth Permit.
- Obtain 50 units of Bromellite.
- Travel to Turner Metallics Inc on Alioth 4 a.
- Donate the 50 Bromellite to Bill Turner.
- Enter the Engineer workshop and begin increasing your reputation with Bill.

Bromellite is a commodity. It is not a Raw, Manufactured, or Encoded Engineering material. Each unit occupies one tonne of cargo space, so carrying the full unlock requirement at once requires at least 50 tonnes of cargo capacity.[5]
Obtaining Bromellite
Bromellite is a mineral commodity whose normal production source is mining.[5]
Bill requires 50 units.
If you know you intend to unlock Bill while working toward Selene Jean, it can be efficient to collect and retain the Bromellite while completing Selene's 500-tonne mining requirement.
Tip
Selene requires you to mine 500 tonnes before meeting her, while Bill later asks for 50 tonnes of Bromellite. Planning for both Engineers at the same time can avoid having to begin a second dedicated mining session after Selene is complete.
Player-owned Fleet Carriers may also offer Bromellite through their commodity markets when a Commander has placed stock for sale. Carrier availability and prices are player-controlled and can change.

Field note
Unlike Selene Jean's unlock, which explicitly calls for mined Painite, Bill's current unlock requirement is listed simply as providing 50 units of Bromellite.[1]
Field note
Current Engineer data notes that station services may not become available immediately after Bill is unlocked. If the workshop or other expected services do not appear after completing the unlock, logging out and back in may make them available.[1]
Increasing Engineer Reputation
Reputation with Bill Turner can be increased by:
- crafting Engineering modifications at Turner Metallics Inc; or
- selling commodities at Turner Metallics Inc.[1]
Higher Engineer reputation gives access to the higher grades Bill supports for each blueprint.

Tip

- +9% Power Draw[10]
Unlike Extended Cargo Rack and Long Range Detailed, the current Scoop Rate Enhanced blueprint is not listed as restricted to Merc-only Fuel Scoops.
For higher grades:

- Marsha Hicks provides Scoop Rate Enhanced through Grade 5.[10]
Experimental Effects
Experimental Effects are separate from the main Engineering blueprint.
Among Bill's supported module types, the Plasma Accelerator supports ordinary Experimental Effects.
His Sensors, Detailed Surface Scanners, Cargo Racks, Auto Field-Maintenance Units, Frame Shift Wake Scanners, Fuel Scoops, Kill Warrant Scanners, Life Support modules, Manifest Scanners, and Refineries do not currently have Experimental Effects.

Field note
Experimental Effects cannot be applied through ordinary Remote Engineering. A Plasma Accelerator must be taken to an Engineer who works on that weapon type to have an Experimental Effect applied.
Recommended Engineering
Bill's most distinctive conventional capability is his Grade 5 Plasma Accelerator Engineering.
Plasma Accelerators
Plasma Accelerators have high power draw, distributor demand, and thermal load, so the best blueprint depends heavily on the ship and combat style.
Tip
Common general-purpose choice: Efficient
Efficient Plasma Accelerator is a strong general-purpose option because it reduces distributor draw, power draw, and thermal load while also improving damage.
This makes it particularly useful on ships that carry several Plasma Accelerators or otherwise have limited thermal or distributor headroom.
It is a recommendation rather than a universal rule.
Other useful choices include:
- Focused — useful when increased projectile speed and armour penetration are priorities.
- Long Range — useful when greater projectile speed and maintaining effectiveness at distance are priorities.
- Rapid Fire — increases firing rate and significantly reduces reload time, but changes heat, jitter, and ammunition behaviour.
Experimental Effects can further change the role of the weapon.
For example:
- Plasma Slug draws ammunition from the ship's fuel supply;
- Target Lock Breaker breaks the target's lock when the effect triggers;
- Dispersal Field disrupts enemy gimbal and turret tracking; and
- Thermal Conduit increases damage as the firing ship becomes hotter.

Sensors
Bill also provides all three Sensor blueprints through Grade 5.
Lightweight Sensors is particularly useful on exploration and other mass-sensitive ships, while Long Range Sensors and Wide Angle Sensors are more appropriate when scanner performance is the priority.
Detailed Surface Scanner
Bill provides both current Detailed Surface Scanner blueprints through Grade 5.
Expanded Probe Scanning Radius remains useful for easier and more efficient planetary mapping, while Live Commanders with compatible equipment can also use Long Range Detailed.
Blueprint Pinning
After earning sufficient reputation with Bill, one of his blueprints can be pinned for use through Remote Engineering.
Tip
EDFM recommendation: Efficient Plasma Accelerator is a strong general-purpose blueprint to consider pinning at Bill.
Bill provides Plasma Accelerator Engineering through Grade 5, and Efficient addresses several of the weapon's major costs at once: distributor draw, power draw, and heat.
If your Plasma Accelerator builds more commonly use Focused or Long Range, either of those can be a better pin instead.
Bill also provides Grade 5 Sensors and Detailed Surface Scanner Engineering, so those remain reasonable alternatives if your preferred Plasma Accelerator blueprint is already pinned through another Engineer.
Blueprint pinning should reflect the weapons and ships you actually use; there is no requirement to use the suggested pin.
Important
A pinned blueprint does not allow you to apply Experimental Effects remotely. Plasma Accelerator Experimental Effects still require visiting an appropriate Engineer workshop.
What Bill Cannot Fully Engineer
Bill provides maximum-grade Engineering for several specialties, but much of his utility coverage stops at Grade 3.
His maximum grades are:

For higher-grade alternatives where they exist:
- Lori Jameson provides Grade 4 Auto Field-Maintenance Unit, Fuel Scoop, Life Support, and Refinery Engineering.
- Tiana Fortune provides Grade 5 Frame Shift Wake Scanner, Kill Warrant Scanner, and Manifest Scanner Engineering.
- Etienne Dorn provides Grade 5 Life Support, Frame Shift Wake Scanner, Manifest Scanner, Plasma Accelerator, and Sensors Engineering in Colonia.
- Marsha Hicks provides Grade 5 Fuel Scoop and Refinery Engineering in Colonia.[6]
Bill is therefore primarily valuable for his maximum-grade Plasma Accelerator, Sensors, and Detailed Surface Scanner Engineering rather than as a maximum-grade source for every utility module he supports.
