The uploader should be able to document or point to evidence of the permission granted (e.g. a message, email, or public statement from the rights holder) if asked.
Usage
The license value inserted when a contributor picks "Used with explicit permission" from the Licensing dropdown on Special:Upload. Automatically adds Category:Files needing licensing review since a permission claim is exactly the kind of thing worth a second person double-checking — describe how/from whom permission was obtained in the file description.
The outer notice uses the noexcerpt class so maintenance/editorial
text is excluded from article excerpts and Page Previews.
