MODIFICATIONS

Terra Velasquez is an Odyssey Engineer based at Rascal's Choice in the Shou Xing system. She is discovered through Jude Navarro and specialises in mobility, weapon handling, suit endurance, and stealth-oriented weapon Engineering.[1]

Terra provides Combat Movement Speed, Improved Hip Fire Accuracy, Increased Air Reserves, Increased Sprint Duration, and Noise Suppressor.[1]

Field note

Odyssey Engineering does not use the Grade 1–5 Engineer-reputation progression used by ship Engineers. Suits and weapons have equipment grades and modification slots; Terra installs individual modifications into those slots.

Location

Rascal's Choice is a surface Engineer base on Shou Xing 1, approximately 410 Ls from the system arrival point.[2]

The base includes a concourse, Pioneer Supplies, a bartender, Frontline Solutions, and Terra's Engineer workshop.[2]

How to Discover Terra Velasquez

Terra Velasquez is discovered through Jude Navarro.[1]

After unlocking Jude, provide him with 5 Genetic Repair Meds to receive Terra's referral.[3]

Important

Do not confuse Jude's own unlock with Terra's referral:

  • Unlock Jude Navarro: complete 10 Restore or Reactivation missions.
  • Discover Terra Velasquez: provide Jude with 5 Genetic Repair Meds.

Genetic Repair Meds are physical Odyssey Goods found at settlements. See Jude Navarro and Genetic Repair Meds for the complete preceding step.

How to Receive an Invitation

There is no separate invitation requirement after receiving Terra's referral from Jude Navarro.

Once Terra has been discovered, complete her covert-mission requirement to unlock her workshop.[1]

How to Unlock Terra Velasquez

Unlock requirements summary:

Important

Ordinary Theft, Heist, Larceny, or other settlement missions do not automatically satisfy Terra's requirement. The mission must be a qualifying Covert Theft or Covert Heist mission.

Covert Theft and Covert Heist Missions

Both qualifying mission types involve stealing a specified target from a settlement while avoiding the conditions that would fail the covert objective.

Covert Theft

A Covert Theft mission generally requires stealing an item from settlement storage.

The mission's covert condition means the settlement alarm must not be successfully raised during the operation.

Covert Heist

A Covert Heist generally requires stealing material from a secured sample containment unit.

Sample containment units require time to open and can trigger settlement alarms, making the settlement's alarm system particularly important during these missions.

Tip

Locating and disabling the Settlement Alarm System before performing the actual theft can greatly reduce the risk of failing a covert mission once illegal activity begins.

Historical Tracking Bug

Terra's unlock requirement has a history of tracking problems.

Frontier's Update 13 notes specifically state that an issue was fixed where Covert Theft missions failed to count toward Terra Velasquez's prerequisite.[4]

The corrected intended requirement is six total qualifying Covert Theft and/or Covert Heist missions.[5]

Current 2026 reports

There are also current Frontier Issue Tracker reports from 2026 describing Commanders who completed six or more qualifying missions without receiving Terra's unlock.[6][7]

Important

These reports do not establish a new unlock requirement. Current Engineer data still lists 6 Covert Theft and Covert Heist missions.[1]

If six qualifying missions do not trigger Terra's unlock:

  1. Confirm that Jude Navarro has already referred Terra.
  2. Confirm that the completed missions were explicitly qualifying Covert Theft or Covert Heist missions.
  3. Log out and back in to force Engineer-status data to refresh.
  4. If Terra still does not unlock, check the current Frontier Issue Tracker before grinding additional missions under the assumption that the requirement has changed.

EDFM does not recommend treating twelve missions, six of each type, or another larger number as the normal requirement unless Frontier changes the documented unlock condition.

Field note

Current Engineer data also notes that station services may not become available immediately after the Engineer itself is unlocked. If Terra is unlocked but expected services at Rascal's Choice are missing, relogging may make them available.[1]

Odyssey Engineering at Terra Velasquez

Odyssey Engineering works differently from ship Engineering.

Suits and handheld weapons have an equipment grade. Higher grades provide additional modification slots.

Terra installs individual modifications into those available slots.

Her modifications do not progress through Grade 1–5 Engineer reputation.

Important

A Grade 5 suit does not receive a "Grade 5 Combat Movement Speed" modification. Grade 5 refers to the suit itself and provides four modification slots; Combat Movement Speed occupies one of those slots as a single permanent modification.

Combat Movement Speed

Combat Movement Speed removes the movement penalty normally applied while aiming down sights.[1]

Tip

EDFM recommendation: Combat Movement Speed is particularly useful on a Dominator Suit intended for active ground combat.

Maintaining normal movement while aiming makes it easier to strafe, reposition, and remain mobile while engaging targets through a weapon's sights.

Its value is lower on a suit used primarily for activities where weapons are rarely aimed during movement.

Improved Hip Fire Accuracy

Improved Hip Fire Accuracy reduces weapon sway and improves accuracy when firing without aiming down sights.[1]

The current modifier is:

  • +45% hip-fire accuracy[1]

The material recipe varies by weapon manufacturer.

EDFM recommendation: Improved Hip Fire Accuracy is most useful on weapons intended for close- or medium-range combat where firing quickly without aiming down sights is common.

It is less valuable on a weapon deliberately built around careful aimed fire at longer distances.

Increased Air Reserves

Increased Air Reserves doubles the suit's emergency oxygen capacity after normal powered life support is no longer available.[1]

The current modifier is:

  • +100% air capacity[1]

Field note

Increased Air Reserves affects emergency life-support endurance. It does not increase the suit's main battery capacity; Improved Battery Capacity is a separate modification.

Tip

EDFM recommendation: Increased Air Reserves is situational.

It provides additional safety when suit energy is exhausted, but a combat or general-purpose build may gain more frequent benefit from mobility, defensive, battery, or inventory modifications.

Increased Sprint Duration

Increased Sprint Duration reduces the limitations imposed by exhaustion during prolonged sprinting.[1]

Tip

EDFM recommendation: Increased Sprint Duration is a strong general-purpose mobility modification.

It is useful for moving through large settlements, repositioning in combat, crossing open terrain, and reaching objectives more quickly.

It can pair well with Combat Movement Speed on a suit deliberately configured around mobility, although the two modifications improve different phases of movement:

  • Increased Sprint Duration improves sustained traversal.
  • Combat Movement Speed improves mobility while aiming during combat.

Noise Suppressor

Noise Suppressor reduces the physical sound produced when a weapon is fired in a pressurised environment.[1]

Odyssey has two different sound-related firearm modifications:

  • Noise Suppressor — reduces the physical sound of gunfire in pressurised environments.
  • Audio Masking — suppresses the weapon's simulated sound signature in unpressurised environments.

Important

Noise Suppressor and Audio Masking solve different problems. Noise Suppressor is primarily relevant inside pressurised settlement buildings; Audio Masking is the corresponding modification for unpressurised environments.

Tip

EDFM recommendation: Noise Suppressor is valuable on a weapon specifically intended for covert settlement operations.

It is much less useful on a weapon built almost exclusively for surface conflict zones or other open combat.

Engineer Unlock Chain

Terra Velasquez belongs to the Jude Navarro branch of the Odyssey Engineer network.

The complete branch is:

The progression is:

  1. Unlock Jude Navarro by completing 10 Restore or Reactivation missions.
  2. Give Jude 5 Genetic Repair Meds to discover Terra Velasquez.
  3. Complete 6 Covert Theft and/or Covert Heist missions to unlock Terra.
  4. Give Terra 15 Financial Projections to discover Oden Geiger.[3][1]

Referring Oden Geiger

After Terra Velasquez has been unlocked, provide her with 15 Financial Projections to receive the referral to Oden Geiger.[1]

Financial Projections are Odyssey Data.[8]

Current material data lists them as obtainable from:

  • HAB buildings
  • AGRI buildings
  • IND buildings
  • mission rewards[8]

Because Financial Projections are Data rather than physical Goods, they do not occupy the Goods section of the suit backpack.

Important

Terra's two progression requirements are separate:

  • Unlock Terra Velasquez: complete six qualifying Covert Theft and/or Covert Heist missions.
  • Discover Oden Geiger: provide Terra with 15 Financial Projections.

Tip

Financial Projections are not consumed by any currently listed suit or weapon modification recipe; their principal Engineering-progression use is Terra's referral to Oden.[8]

If you intend to continue this branch, reserve the first 15 you collect rather than discarding them.

Once the 15 Financial Projections have been provided, Oden Geiger becomes the next Engineer in this branch.

Increasing Engineer Reputation

Not applicable to Odyssey Engineers in the same way as ship Engineers.

Terra Velasquez does not use the Grade 1–5 Engineer-reputation progression found at ship Engineer workshops.

Once Terra has been unlocked, her modifications can be installed provided that:

  • the equipment is compatible;
  • the suit or weapon has an unused modification slot; and
  • you possess the required Odyssey materials and credits.

The suit or weapon itself is upgraded separately through Pioneer Supplies.

Likewise, Terra's referral to Oden Geiger is not obtained by increasing Engineer reputation. It is triggered by providing 15 Financial Projections.[1]

Experimental Effects

Not applicable.

Odyssey suit and handheld-weapon Engineering does not use the separate ship-module Experimental Effects system.

Terra's five modifications are themselves the permanent modifications installed onto the equipment.

Blueprint Pinning

Not applicable.

Odyssey modifications cannot be pinned for Remote Engineering in the same manner as ship Engineering blueprints.

A suit or weapon must be taken to Terra Velasquez or another Odyssey Engineer offering the required modification.

Field note

Unlocking Terra therefore does not make Combat Movement Speed, Improved Hip Fire Accuracy, Increased Sprint Duration, or her other modifications remotely available from another station.

Terra's modification set divides naturally between combat mobility, general mobility, and stealth.

Dominator Suit

For a Dominator Suit used primarily for ground combat:

EDFM recommendation: Combat Movement Speed is Terra's most distinctive combat-oriented suit modification.

Removing the movement penalty while aiming allows the Commander to maintain mobility while delivering accurate aimed fire.

Increased Sprint Duration is also useful for rapidly moving between objectives and repositioning across large surface conflict zones.

Increased Air Reserves is generally more situational on a dedicated combat suit.

Maverick Suit

For a Maverick Suit used for settlement infiltration and missions:

Combat Movement Speed can still be useful if the suit is regularly used for armed settlement operations, but it competes with valuable Maverick utility modifications for limited slots.

Stealth weapon

For a weapon intended for covert settlement use:

Tip

EDFM recommendation: Noise Suppressor is one of Terra's most useful specialist modifications.

It directly supports covert combat inside pressurised settlement interiors.

A weapon intended to operate quietly in both pressurised and unpressurised environments may ultimately benefit from combining Noise Suppressor with Audio Masking, provided the weapon's limited modification slots justify using both.

Close-range combat weapon

Improved Hip Fire Accuracy is valuable for a weapon that is frequently fired without aiming down sights.

It pairs particularly naturally with aggressive close-range movement, while a weapon intended for deliberate ranged aiming may gain more from modifications such as Scope, Greater Range, or Stability.

What Terra Cannot Modify

Terra currently provides five modification types:

  • Combat Movement Speed — suit
  • Improved Hip Fire Accuracy — weapon
  • Increased Air Reserves — suit
  • Increased Sprint Duration — suit
  • Noise Suppressor — weapon[1]

Other commonly useful modifications require different Engineers.
