Fix: wrap categorization in <includeonly> -- the template page itself was being categorized as a file, not just pages that transclude it

Add it directly to the file description at upload time (or after, on the <code>File:</code> page). It records the useful metadata '''and''' automatically includes the same Frontier attribution/non-CC notice as {{tl|License-ED screenshot}} — no need to also paste legal wording by hand, and no need to separately pick a Licensing dropdown option (leaving it on "no license selected" is fine when this template is used).
