Phoenix Base is a surface Engineer base in the Meene system, and the workshop of Ram Tah.[1]

Ram Tah relocated his long-running study of the long-extinct Guardians to Phoenix Base after United Meene Labour agreed to fund his research programme, making Meene a hub for Guardian research alongside its role as an Engineer base.[1]
